That's apparently the Thunderer. I didn't know either. Chris at the Invincible Super-Blog loves that guy.

Ah - had no idea who that was, and 6the design itself seemed very Powell-like.
Before we actually see the little guy, Bob Haney assures readers in the splash page that the Thunderer is not a certain Marvel character.
Pretty demented stuff that's easily found in the recent Showcase edition.
